Ministry of Digital to Accelerate RMK-13 Initiatives Towards Malaysia Digital 2030

PUTRAJAYA, Aug 3 – The Ministry of Digital has pledged to intensify efforts to implement the initiatives outlined under the 13th Malaysia Plan (RMK-13), aimed at strengthening Malaysia’s digital ecosystem and accelerating the country’s journey towards becoming a regional digital technology hub.

In a statement, Minister of Digital Gobind Singh Deo said RMK-13 reflects the unity government’s strong commitment led by Prime Minister Dato’ Seri Anwar Ibrahim to realising the Malaysia Digital 2030 agenda.

The plan serves as a critical driver for achieving the MADANI Government’s vision of an inclusive and sustainable AI Nation.

RMK-13 outlines a comprehensive digital transformation framework built around three pillars: Raising the Ceiling (accelerating economic structural change), Raising the Floor (enhancing citizens’ quality of life), and Strengthening Good Governance (promoting responsive and accountable public administration). These align closely with the Ministry’s current initiatives and long-term strategic direction.

Since its establishment in December 2023, the Ministry has introduced key programmes, including the Data Sharing Act, the National AI Office (NAIO), and the Rakyat Digital portal to improve AI literacy. Additionally, the Executive Digital Leadership Program (EDLP) is developing digital talent, especially within the civil service.

Under RMK-13, further digital transformation is expected with the creation of a National Data Bank and deployment of digital twin technologies. The Data Bank will serve as a central repository for high-quality data across ministries and sectors, facilitating better access, sharing, and analytics.

Digital twin systems will allow real-time simulation of complex environments, enhancing decision-making in areas such as urban planning, logistics, disaster response, and healthcare.

To safeguard national data assets, the Ministry will establish a National Data Commission — an independent regulatory body to enforce data governance, promote ethical use, and ensure secure cross-sector collaboration. This commission will also oversee Malaysia’s digital infrastructure and help build public trust in a data-driven economy.

Another major initiative under RMK-13 is the establishment of GovTech Malaysia, which will coordinate digital transformation efforts across all government agencies. It will lead to the implementation of a Digital Public Infrastructure (DPI), with a target of delivering 95% of Federal Government services fully online by 2030.

A key component of this transformation is the launch of a single government service platform, combining the MyGov mobile app and the malaysia.gov.my portal. Access will be enabled via MyDigital ID, a secure and universal digital credential.

The initiative supports Malaysia’s ambition to rank among the top 20 nations in the United Nations’ e-Government Development Index (Online Services Index) by 2030.

Gobind also highlighted two major upcoming events — the ASEAN AI Summit (August 12–13) and the Kuala Lumpur Smart City Expo (September 17–19) — which will showcase Malaysia’s digital initiatives and promote international collaboration and investment.

The country’s digital economy has already seen encouraging progress, with RM163.6 billion in approved digital investments recorded last year.

“The RMK-13 is not just a government plan. It is a national commitment and a blueprint for building a digitally advanced, highly productive, and citizen-centric Malaysia,” said Gobind.
